INTERNATIONAL LAW ENFORCEMENT INITIATIVE FOR CLIMATE CHANGE (I2LEC)

The international law enforcement initiative for climate change (I2LEC) was launched by the Ministry of Interior and the United Nations Office on Drugs and Crime (UNODC), during the World Government Summit – in Dubai February 2023, coinciding with COP28 where 1st ministerial forum was held, resulted in the launch of Abu Dhabi call for Action to support the global efforts in combating environmental crimes. Additionally, the initiative led a high-level meeting during COP29 in Baku.

The initiative aims to strengthen the law enforcement agencies and other front-line responder’s capabilities in tackling environmental crimes that affect climate change. I2LEC built on a main core on international cooperation by engaging over 60 law enforcement agencies and international / regional police organizations.

As a key achievement, the initiative has produced 1st research paper on the role of law enforcement agencies in addressing the climate change. Furthermore, I2LEC led the creation of the world’s 1st heatmap showing the most critical spots worldwide and trained over 1,200 law enforcement officers from 95 country. I2LEC also facilitated 4 joint international operations in collaboration with 11 countries and international police organizations, resulting in seizure valued at 43 million USD, confiscation of 4 tons of illegally fishing products, 32 kg of gold mined illegally, confiscation of 11,000 cubic meters of illegal logging, arrest of 83 suspects.

The Ministry of Interior and its international partners reaffirms their commitment to enhancing the role of law enforcement in protecting the environment and addressing climate related crimes. Moving forward, I2LEC will continue to lead more joint operations, led high-level meetings and forums at future COP conferences as part of strategic effort to drive positive environmental impact.
