1. Inflexibility in issuing vehicle ownership across emirates due to procedural differences.

2. Scattered and multiple programs for service procedures.

3. Requirement to receive plates and ownership documents at service centers.

4. Variations in fees among emirates.

Development ideas

1. Establish a link between customs, car showrooms, insurance companies, and banks to issue ownership and plates simultaneously without requiring licensing authority approval.

2. Develop a unified, integrated program linking all relevant parties to streamline the service.

3. Deliver plates and ownership documents directly to the owner's address through a delivery service.

4. Standardize registration, inspection, and delivery fees across all emirates.

5. Adopt (permanent) electronic ownership.
