Information security and safety policy

We at MOI recognize the importance of information security towards meeting our strategic goals and objectives. MOI is committed to ensure optimum level of security for its Information assets and business operations by adopting business driven, risk-based approach, in comply with national and international standards.
MOI – GDSSDS shall ensure
• Confidentiality by ensuring access to information is granted to authorized individuals only.
• Integrity by safeguarding the accuracy and completeness of information and processing methods.
• Availability by ensuring information, systems and services can be accessed when required by authorized individuals.

MOI GDSSDS shall
• Comply with all applicable laws and regulatory requirements of United Arab Emirates.
• Maintain an effective Information Security Management System for systematic and structured approach to managing information security.
• Define a systematic approach to address all the Information Security risks to Information assets and business operations.
• Impart appropriate Information Security awareness to all users who have access to Information and Information processing facilities.

Introduction
The creation of the federation of the United Arab Emirates on the second of December 1971 was a culmination of the people’s aspiration for unity, prosperity, and dignity. From the early days, there was consensus that security is a function that needs to be handled by a federal authority. Hence, the creation of a federal ministry of interior soon after the creation of the Federation was in recognition of its vital importance as an indispensable federal institution.
There has always been consensus on the need for integrating police and security agencies, particularly from His Highness the UAE President and his brothers, Their Highnesses the members of the Supreme Council and rulers of the emirates. That emphasis on having a unified security apparatus nationwide has been instrumental in the ensuing achievements accomplished by the Ministry, which has played a pivotal role in enhancing security and stability throughout the country.

Major Functions
The phenomenal development the UAE has witnessed since its evolution called for highly skilled and well equipped police apparatus that can effectively fight crime and ensure safety and stability for citizens and expatriates.
The Ministry runs a variety of functions on top of them are ensuring peace and security, organizing and managing security and police forces, organizing traffic on local and internal roads, and providing security and safety of premises and properties.

Methodology
The Ministry’s primary focus is on ensuring security for citizens and expatriates living on this land. This is driven by the contention that security is an indispensable pillar for progress and development.
The Ministry has adopted a new, methodological approach for boosting its human and physical assets in tune with the fast pace of development in all spheres.
The challenges are formidable, it is needless to say; however, the key to success lies in our ability to understand our environment and adapt our action accordingly. We should always seek new ways to communicate effectively with all segments of the society, provide them with comfort and peace, and continue to meet their needs.
The Ministry strives to strike the right balance between prevention and detection of crimes. We lay special emphasis on communicating right and accurate information through our community police branch, in cooperation with the various stakeholders.
Our security strategy is future-oriented. We need to be well prepared to respond flexibly and appropriately to local and external changes.


Impressive Record
The Ministry has adopted well-researched development plans geared toward enhancing our human and physical capabilities and improving public services. These plans are based on sound short and long term strategies. Great emphasis is laid on cooperation and initiative, and boosting partnership with the community.
As one of the major federal organizations, the Ministry is playing a pioneering role in establishing security and stability. It aspires to maintain order and security, eliminate crime, and contribute to the prevalence of justice and law.
We have adopted a sound management system and managed to meet significant challenges with the available resources. We are endeavoring to prepare our teams and provide them with the necessary skills to maintain security and stability. In a culturally and ethnically diverse environment like the UAE, interaction with the community will always be at the core of our strategic thinking and actual operations.
The Ministry has managed in a short span to build considerable capabilities and highly sophisticated security teams capable of protecting society against the perils of crime. These efforts are contributing to the UAE’s endeavors to build an ultra-modern state and position itself as a regional and international business hub.

Environment and Green Applications Strategy – Ministry of Interior

The Ministry of Interior (MOI) has adopted the Environment and Green Applications Strategy in line with  the general strategy of the country (UAE national strategy for green growth) and the Ministry’s current strategic plan, which contributes to achieving the government  plans to develop environmental performance and control pollution.
 
The Environment and Green Applications Strategy aims to identify the link between initiatives related to the environment and green application, and the MOI strategic plan for the years 2012-2013.

To achieve its vision and mission, the MOI has adopted a set of strategic objectives, which are: 
  • Providing security and safety
  • Ensuring readiness
  • Maintaining confidence of the public
  • Investing in human resources
  • Effective use of financial and technological resources
  • Collaborating with partners 
  • Encouraging creativity

These strategic objectives have yielded a set of indicators and outcomes measurement tools, through which the Ministry of Interior seeks to achieve its vision and mission. As such, environmental performance development and reduction of pollution are among the top priorities of MOI activities and operations. Consequently, the Ministry’s adoption of the Environment and Green Applications Strategy serves to achieve the Ministry’s strategic objectives such as “ensuring readiness”. Rationalization of electricity, water and energy contributes to conservation of these resources nationwide to cope with potential emergencies. It also serves to achieve the fifth strategic objective, “the effective use of financial and technological resources”. Rationalization of consumption is generally associated with reducing the operational costs, thus allowing these resources to be used for other purposes, as shown in the strategic map above. 


Upon developing its own Environment and Green Applications Strategy, the Ministry of Interior took into consideration the UAE green Growth Strategy, which identified six strategic objectives as follows: 


  1. Promoting economic competitiveness and supporting innovation
  2. Attracting investments and creating job opportunities for the citizens
  3. Achieving a sustainable high quality of life
  4. Achieving efficient use of natural and economic resources 
  5. Enhancing national security in the areas of water and energy
  6. Strengthening the country’s reputation internationally and maintaining a leading position in global energy markets
The Ministry sought to develop initiatives that contribute to achieving these objectives without detracting from the essence of its own security work. These initiatives are relevant to the green applications and the development of environmental performance as adopted by the Ministry of Interior.

The Ministry has circulated these initiatives throughout the various sectors and its leading affiliates, requested formation of teams, and development of action plans (operational plans) that specify the role of each sector/leadership in achieving these initiatives. The progress made in implementing these plans is reviewed on a quarterly basis, and the necessary measures are taken to address any deviations/discrepancies in their implementation to ensure achievement of the objectives by the end of 2013. 

This strategy was also presented to the partners, and their views and suggestions regarding the role of the Ministry of Interior in the development of nationwide environmental performance were taken into account. Common roles and activities to be performed by partners were identified throughout the process in order to achieve this strategy. 

The Ministry of Interior has also adopted a set of methodologies that aim to develop environmental performance, which includes the following:

The Minister of Interior’s Excellence Award

Award for distinguished students studying abroad 

Objective:

To push and motivate the Emirati distinguished students studying abroad, encourage innovation and creativity in all fields that aim to improve institutional performance in the country and maintain a bright image of UAE student representation of their country abroad, thereby providing a positive image of the country. 


Scope:

The award targets all Emirati students sent by the MOI, government and private institutions in the UAE to study anywhere in the world. 


Award Categories:

National Representation Category

This award is granted to the best three students for their commendable representation of the country; projecting the Emirati identity through their respect and commitment to the laws and regulations; their excellence in the contribution to community and environmental activities and  their outstanding achievement in academic work. The following criteria applies: 

  • Student's role in reflecting the Emirati national identity at official or non-official occasions.
  • Respect and commitment to the laws and regulations of the host academic institution, giving a positive image of the UAE. 
  • Student's participation in the official and voluntary social and environmental activities organized by the host academic institution. 
  • Distinguished academic record. 
  • Keenness to develop extramural capabilities and skills in a field other than his own.
Innovative Ideas Category

The award is granted to innovative ideas that aim to realize distinguished institutional performance, provide new and innovative solutions to the problem, thus helping to improve and develop institutional performance in the country. The following criteria applies:

  • Contribution of the idea towards achieving the UAE government's objectives in general, and the MOI strategic objectives, in particular. www.government.ae / www.moi.gov.ae
  • Clarity of the problem and the cause of innovative idea.
  • Availability of innovation elements and excellence in the idea.
  • The ease and applicability of implementing the innovative idea.
  • Availability of tools for measuring the impact of the innovative idea on the institution's performance and community satisfaction. 


How to participate

All Emirati students studying abroad in any country are eligible to compete for both categories of the Award, through award@moi.gov.ae

Terms of Participation:

  • Nominations are received according to the regulations of each award edition. 
  • Consider the technical and formal requirements for the Minister of Interior’s Excellence Award in order to avoid rejection.
  • Nomination files must be prepared by the applicant, Ministry staff or competent experts, without the help of external bodies.
  • Grievances, supported by relevant documents, can be made within a maximum period of two weeks after announcement of the results.

Recognition 

The winners in each category will get financial awards as follows: 

  • The first winner: AED 50,000
  • The second winner: AED 30,000
  • The third winner: AED 20,000

Definition of partnership at the Ministry of Interior

The main purpose of any partnership created by the MOI is to contribute to the realization of the MOI's vision for the United Arab Emirates to be one of the safest countries in the world.

Partnership is defined as “Joint work between the Ministry of Interior and one or more government entities (federal or local), the private sector or civil society institutions that contribute to the realization of the strategic objectives of the Ministry of Interior.”

Classification of partnership at the Ministry of Interior

  • Strategic Partnerships

  1. Contribute to the provision of usual services (MOI operations and services).
  2. Have several joint initiatives and projects that contribute to achieving the strategic plan.
  3. Has work plans and involved in activities with more than one MOI sectors.
  4. Significantly and clearly contribute to achieving the vision and strategic objectives of the Ministry of Interior.

  • Operational Partnership
It is a partnership that contributes towards achieving a specific initiative or activity that plays lesser role in the realization of the strategic objectives of the Ministry of Interior. Most likely operational partnership  is are generally limited by time, but this does not apply to all partnerships of this nature.  

Criteria for assessment and honoring of partners

Ministry of Interior partners are evaluated based on the following number of standards and partners that achieve 90% are honored:

  1. The partner's support within the context of achieving the strategic objectives and realizing the main purpose of the partnership.
  2. The magnitude and importance of the projects and programs to which the partners contribute  as part of the mutual partnership with the Ministry; the added value which contributes to MOI duties and results such as reducing crime rates, reducing traffic accidents, increasing the revenues and the support programs that involve community members, and so forth.
  3. The partner's support in organizational development and knowledge exchange, such as:
    • Exchanging information and statistics
    • Mutual training sessions
    • Providing suggestions for development 
    • Exchanging brochures, leaflets and publications
    • Participating in joint conferences and seminars
  4. Partner's readiness during implementation of  joint programs.
  5. Effectiveness of the partner to follow-up with the joint project and programs, exchange information, and submit periodic progress reports.
  6. The level of the partner's resilience and cooperation in dealing with issues and obstacles which might hinder implementation of joint projects.
  7. Availability of work plan with the partner to organize implementation of joint projects, define roles and responsibilities as well as completion timeframe. 
  8. Partner's  compliance with the provided operations and services, and his  commitment to quality and service requirements in conjunction with the agreements and MoUs signed with the Ministry.
  9. Partner's contribution to resolving the main problems– outside the scope of partnership -  that might impact MOI operations or improve security performance. 
  10. Efficiency of the staff working with the partner or  the entities that organize communication and coordination  with the Ministry. 
  11. commitment of the partner to attend planned or impromptu meetings discuss and address issues of partnership projects .
  12. Participation in the joint teams and committees for work development discussions. 
  13. Partner's publication of his successful experiences and innovative applications that might improve MOI operation.
  14. Willingness to accept improving operations performance, facilitating procedures, and developing the  services.
