Second Phase of the Capacity Development Initiative for Penal Institution Personnel Rolls Out

The General Directorate of Penal and Correctional Institutions at the Ministry of Interior, in coordination with the General Directorate of Police Judiciary, has rolled out the second phase of the Integrated Program aimed at enhancing the legal and functional competencies of personnel working in penal institutions. This initiative is a key component of a broader strategic vision focused on advancing institutional performance and increasing operational effectiveness in accordance with national legislation and international standards of excellence.

The second phase introduces a comprehensive suite of legal and educational workshops covering critical areas such as legal proficiency for correctional staff, effective implementation of institutional policies, protection of inmate rights, and the reinforcement of professional ethics and positive police conduct. These workshops are aligned with the Ministry’s overarching objective to promote a higher quality of life within penal institutions by equipping personnel with the expertise and values necessary to uphold the rule of law and safeguard human rights.

Brigadier Saeed Ali Lootah, Acting Director General of Penal and Correctional Institutions at the Ministry of Interior, affirmed that the program’s second phase reflects the Ministry’s ongoing commitment to the professional development of its workforce in accordance with the highest international benchmarks. This phase is designed to build the legal knowledge and operational capabilities of staff working within the penal system, enabling them to carry out their responsibilities in full compliance with the applicable legal frameworks, administrative directives, and institutional policies, he said. The goal is to enhance functional performance, ensure client satisfaction, and promote a clear understanding of professional obligations, prohibited conduct, and the core principles of human rights.

Lootah further stressed that the program extends well beyond theoretical instruction, incorporating practical exercises and interactive training modules that prepare employees to meet the ethical and functional demands of public service. The initiative also seeks to foster a workplace culture anchored in legal literacy, human rights awareness, and a deep respect for both institutional discipline and human dignity.
