MOI Launches the First Legal Lab in Punitive and Correctional Institutions
The Ministry of Interior, represented by the General Directorate of Punitive and Correctional Institutions and in collaboration with the General Directorate of Legal Affairs, has inaugurated the first legal laboratory within the framework of punitive and correctional institutions. The event, held at the Erth Hotel in Abu Dhabi, focused on addressing societal challenges and exploring various legal and social variables. This initiative, developed in partnership with legal institutions and judicial authorities in the UAE, aims to devise alternative solutions within the bounds of existing legislation and laws.
In his opening address, His Excellency Major General Salem Ali Mubarak Al Shamsi, Acting Undersecretary of the Ministry of Interior, emphasized the Ministry's commitment to initiatives that enhance institutional performance and improve service quality, ultimately contributing to the well-being of the Emirati community. He stated, The Ministry of Interior continues its tireless efforts within the framework of the UAE government’s directives to provide projects and initiatives that strengthen the quality of life for all members of society.
Major General Al Shamsi highlighted the Ministry’s dedication to delivering pioneering services in inmate reform, emphasizing adherence to legal frameworks, values, and human rights. He reaffirmed the UAE’s commitment to international charters and treaties, guided by its leadership’s vision and the Emirati values of tolerance and social solidarity. The event provided a platform to discuss critical topics, exchange expertise, and foster a culture of excellence rooted in human values, individual rights, and societal protection. These discussions align with the Ministry’s strategic goals of advancing security and institutional leadership.
Al Shamsi further noted that institutional leadership remains a core priority for the Ministry. The Ministry’s achievements in punitive and correctional institution management have garnered international acclaim, including first place in Tunisia for leading security agencies in monitoring and fifth place globally for the classification and development of reform and rehabilitation programs. These accomplishments reflect the Ministry’s commitment to ensuring sustainable security and envisioning a future guided by global best practices.
During the event, Major General Al Shamsi officially inaugurated the first legal laboratory, followed by an introductory tour to showcase the laboratory’s functions. The tour highlighted its focus on conducting studies, research, and scientific reports, as well as addressing challenges and adapting to changes in legislation to address societal issues effectively.
On the event’s sidelines, strategic partners who played a vital role in enhancing legal and security institutional performance were honored for their efforts. The Ministry of Justice and the Federal Attorney General’s Office were among the recognized entities, along with key departments of the Ministry of Interior supporting the punitive and correctional institutions sector.
The event featured two panel discussions attended by Major General Marwan Julfar, Director General of the General Directorate of Punitive and Correctional Institutions in Dubai; Brigadier Rashid Sultan Al Khader Al Zaabi, Director General of Legal Affairs at the Ministry of Interior; Brigadier Saeed Ali Lootah, Acting Director General of Punitive and Correctional Institutions at the Ministry; Brigadier Turki Al Dhahouri, Director of the Legal Legislation Department; and Lieutenant Colonel Ibrahim Al Ghaithi, Head of the Legal Affairs Department at the General Directorate of Punitive and Correctional Institutions.
The first panel discussion explored perspectives on various societal challenges and obstacles, emphasizing the need to intensify efforts to develop appropriate solutions. This aligns with the Ministry of Interior’s strategy to create a more secure, just, and humane society that safeguards everyone’s rights and supports the UAE’s goal of becoming one of the world’s safest and most stable countries. The second panel discussion focused on clarifying the provisions of Federal Decree Law No. (34) of 2024 concerning the regulation of punitive and correctional institutions.
